Minutes for July 30, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:04 PM.



  • Pledge of Allegiance
Chairman Clifford Emery led the pledge.



  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
At 5 o’clock Greg Heffernan our Transfer Station Manager was in and they went over some issues with a resident here in town that needs to be looked into.  The Selectmen sent him on his way to get that started for them.

At 5:15 Chris Baldinelli was in.  He had shown interest in a position on the Planning Board.  The Board still has to post that there are openings on the Planning Board.  They did that for the School Board position and thought they had for the Planning Board.  The position will be posted this week and Mr. Baldinelli will be in next week.


At 5:30 Eric Murphy was in.  He is a representative of SymQuest and the Board asked him to come in to talk with them about IT services.  They had an informative discussion and everyone had an opportunity to ask questions.  Should the Board consider changing those services in the future, this would be a company they would look at.

After that a resident of Hollis, Roger Hicks came in.  He is running for the County Commissioner position that represents Buxton, Hollis, Dayton, Saco, Old Orchard, and a few other towns.  He came in to talk about it with the Board and to let them know he is running for the position.  Selectman Emery said the Board has never had any one of the County Commissioners that represents this community come to visit with them so this is a good start.



  • Review of Correspondence
  • Email from Meg Nadeau, Project Director/Coastal Healthy Communities Coalition -  Re:  $1000 mini-grant to put towards a project related to the Rural Active Living Assessment


  • Review of Projects and Issues
Selectman Burns was in Thursday, Monday and Today.  He has been working on some issues concerning the West Buxton Public Library.  He mentioned that the new chairs came in for the Selectmen’s Office.  On Monday night he attended the Fire-Rescue Awards Banquet that was held at the Flanagan Farm.

Selectman Booker said she talked with a resident who came in earlier this week about an issue with trash pick-up.  The Transfer Station was already monitoring that and hopefully have resolved the problem by now.  

Selectman Booker reported that she has been driving around town looking at one or two properties the Board has some issues with so she could get more familiar with those properties.  She also looked at a bridge described in a review done by D.O.T.  It will need some work done to it at some point.  She said it is not urgent but she wanted to familiarize herself with that bridge.

Selectman Booker and Selectman Harmon went to the attorney’s office this morning and had a discussion on the issue with Davis Road.  Selectman Booker said Steve Heroux a School Board Member was in yesterday and brought them up-to-date on some of the things that have been going on over the summer.  They talked about the summer lunch program, the sewer system and some of the issues at the high school.  Since the building in Hollis has been sold they have done some of the upgrades to the Quonset Hut they have over there.

Selectman Booker also attended the Fire-Rescue banquet and said she was pleased that they recognized the Fire Police because they have done a lot of work this year.  

Selectman Harmon was in last week dealing with a foreclosure issue.  She attended the Fire-Rescue Banquet and on behalf of the Board of Selectmen said how much they truly appreciate all that our Fire-Rescue personnel do.  She said there is a level of comfort knowing that our personnel are prepared professionals who are there to respond and attend to whatever the situation is.

Selectman Harmon followed up on what Selectman Booker said regarding their meeting with the attorney today in regards to Davis Road.  That is a private road here in town and one of the issues is the owner’s obligation that he has not met as far as preparing the road for the town to take it over at some point.  He offered some suggestions on how to move forward and offered some solutions.  Selectman Harmon asked him to put a re-cap of the meeting in writing so the Board will have it as documentation.  She said the first thing they have to do is pursue with the owner getting that road brought up to town standards.  If that cannot be done the Board has legal recourse to move forward.

Selectman Harmon spoke with a resident today who mentioned that they would like to see the Board explore bringing a sewer line up Route 202.  She said that has been marked as our commercial corridor and that person thinks we will be able to bring more business to town if we have that area tied into the Portland Water District Sewer system.  She explained that his concern was that the Board consider bonding this out and determining what the impact of that would be.  She told the person she would bring it up tonight.  She said bringing sewer to this area is something the Board has talked about in the past.  

Selectman Harmon brought up a question from David Anderson regarding the Rescue subscription rate.  He asked if the Board is planning to make any changes.  He is trying to coordinate to include the Subscription Form with the tax bills.  The Selectmen discussed it briefly and agreed the subscription rate will remain the same.

Selectman Harmon mentioned the Hanson School and said Steve Heroux talked about that when he was in.  There is currently no plan.  The committee that was formed to explore what to do with it has not met in months and the organization that was interested in taking it over has backed away from that.

Selectman Emery has been in several times this week.  He talked with the gentleman that is giving the Board prices on clearing a piece of property and said as soon as the Board receives his official proposal and that project is done, he and Tom Kennie will meet the gentleman at the old Town Garage and talk about taking that down .

Selectman Emery said other than that he has been taking care of mail, working with Bev on some things and trying to stay on top of what is going on when he cannot get in here, especially with the gentleman the Board had some issues with last week.  He said the Board is on the right track and moving forward to resolve that.



  • Old Business
Demolition of old Town Garage – The person who is giving the Board a price on some other demolition here in town will meet with Selectman Emery and Tom Kennie shortly on this matter.

Davis Road – Two Selectmen met with the town’s attorney. They got some ideas from him on that and brought the information back to the Board to discuss.



  • New Business
We are advertising for a full-time position in our Public Works Department.  The deadline for applications is Wednesday, August 6.  The position has been advertised on the Town’s website, in the Portland Press Herald and on Maine Municipal’s Job Posting website.  For those who do not see the daily newspaper, it also ran on the Press Herald’s on line electronic job posting.

  • Next Meeting of the Board

The Selectmen talked briefly about whether or not they need to have a workshop but decided not to schedule anything at this time.  They agreed to discuss the information they have on Davis Road next Wednesday night



  • Other Business
United Way of York County is partnering with local faith based groups, schools and nonprofit organizations to provide school supplies to children in York County who are in need.  Applications are available online at buildcommunity.org/school-supply-drives.  For more information you can contact United Way of York County at 207-985-3359.  The deadline for applications is August 8, 2014.  Pick-up dates are August 26, 3-6 PM at Seacoast Chapel in Saco, or August 28, 3-6 PM at the Rochambeau Club in Biddeford.  For all that information you can call 929-5191 and ask for Bev Gammon.  We also have applications on the counter in the front office.

The next Community Pot Luck Lunch will be Tuesday, August 5, 2014 at 11:30 AM.  All ages are welcome.  Please bring something to share.  Contact Tashia Pinkham, Recreation Director at 929-8381 for more information.  

Boston Post Cane Presentation Wednesday, August 6, 2014, here at Buxton Town Hall at 6:30 PM in the large meeting room.  This is open to the public.

Selectman Booker mentioned that this is the weekend that Aubuchon Hardware has their dunk tank to raise money for our Keep the Heat On program and other activities.  Selectman Emery said they have been doing a fantastic job for the last few years and the Board really appreciates what they are doing down there.

Selectman Emery mentioned his parents Lou & Lucille Emery.  The family is celebrating their 65th wedding anniversary this Saturday.  He expects there will be about 130 of just family members at the celebration.  He mentioned it because 65 years of marriage is quite a landmark.
